Employee and Industrial Relations

Strategic advice to CACC and NEC on the resolution of disputes and maintenance of harmony sensitive to budgetary requirements.

Represent GoPNG on industrial relations matters including dispute management at the Industrial Arbitration Tribunal and interpreting and clarifying terms and conditions under the various Public Sector Industrial Agreements.

Industrial relations leadership role representing GoPNG in negotiations with Public Sector Industrial Unions / Associations in determining new terms and conditions.

Implement agreed conditions under the various signed industrial agreements.

Remuneration Development and Management

Develop and manage GoPNG pay policies in the Public Sector.

Review and set standards on Terms and Conditions in the National Public Service.

Provide Secretariat Services to Job Evaluation Committee based on Hay job evaluation methodology.

Provide advice on pay policy to SCMC.

Salaries and Conditions Monitoring Committee (SCMC) and Consultancy SteeringCommittee (CSC)

Administration of the:

  • SCMC Act and provision of Secretariat role to Committee,
  • salary and remuneration decisions for Departmental Heads, Provincial Administrators, Hospital CEO’s, Public Health Authorities.

Review and recommend upon submissions by Public Authorities in instances where changes are sought to the:

  • organisational structure - both management and functional - as part of a rationalisation proposal,
  • remuneration structure,
  • manpower ceiling.
