The Public Sector Workforce Development Program (PSWDP) was established as a program by the Government of Papua New Guinea through the National Executive Council (NEC) decision 53/2006. It was initially named as ‘the Public Sector Workforce Development Initiative’ (PSWDI) but renamed as the ‘Public Sector Workforce Development Program’ (PSWDP) three years later after a comprehensive review of the program.
The aim of the program is to improve the performance of public administration and its ability to deliver basic services effectively to the citizens of Papua New Guinea by strengthening the capabilities of public Service Organisations and individuals and thus re-establish an efficient, effective and ethical public administration.
Phase 1 of PSWDP
The PSWDP is a home-grown intervention that is not based on any existing ‘blue print’ but develops as it evolves. A two stage phase was though the most appropriate direction to take in the development and implementation of the PSWDP. The first phase of the initiative began in 2004-2007 and consisted of the planning and development stages. In this stage the PSWDP foundation was laid with the necessary ground work, the PSWDP framework, annual Implementation plans, and the establishment of the systems, policies, process and procedures developed and established. It was also in this phase that key stakeholders, external and internal partners and donor agencies (particularly AusAID) were identified and their commitment sought and confirmed.
Phase 2 of PSWDP
By 2008 the planning and development phase was completed and the actual piloting and implementation of the PSWDP programs and activities commenced. The PSWDP Secretariat staff also increased with the addition of four (4) Project Implementation Managers in anticipation of the increased in demand for the delivery of training programs.
The training programs delivered initially were at Certificate level and focused on the public servants at the operational level to increase their competency levels. The training programs then gradually move to include the managers and senior executives of Departments, Statutory bodies and Provincial and District Administrations. Qualifications levels also increase to Diploma, Bachelor’s degree and Master’s Degree levels. Memorandum of Agreements were signed with tertiary institutions and interested Registered Training Organisations to delivery various PSWDP training programs. By 2011 public servants were enrolling through their Human Resources Divisions in various certificate and degree programs at selected tertiary institutions in the country.
The PSWDP framework consisting of six (6) components guided and provided the direction for the development of PSWDP programs. The components include: Strengthening lead institutions, Executive Development, Providing the New Basics, Developing the next generations, Building and Sharing knowledge and coordination and management. Under some of these components training programs were developed to cater for whole levels of organisations from the implementation level to the executive level. The Public Service Induction course was reviewed, updated and delivered to the public servants entering the public service and as refresher course for the existing members.
The New Basics training targeted the public servants below Grade 15 while the Executive Development and Training Program focused on the Public Servants above Grade 14, at the Departmental, Hospital, Provincial and District levels. Other programs developed, piloted and delivered included the National Certificate 3 in Government, Diploma in Government (Human Resources), National Advance Diploma in Government, Bachelor of Arts (Public Administration), Master’s Degree (Public Administration). The operations will be coordinated by the PSWDP Secretariat.
Success of PSWDP Initiative
To date over 3,000 public servants have undergone the various trainings offered by PSWDP both in-country and overseas. The successful implementation of PSWDP objectives and programs can be attributed to many stakeholders, organisations, Departments and individuals. The increase in demand for more training by various Departments and organisations attest to the success of the PSWDP Initiative. It also means that PSWDP will have to work actively in the building and maintaining of relationships with various key stakeholders to assure the continual success of the PSWDP program in the future.
In addition to this any other future PSWDP Programs will complement the Government of Papua New Guinea directives and policies. The focus for the training will be at the District and local level Government levels.
The PSWDP established various networks with key stakeholders and interested bodies to assist in the implementation its objectives. Network were established with all Human Resources Division with the various Government Departments, Key line departments, Provincial and Local level government and Hospitals, some tertiary institutions, registered training organisations and private organisations.
Partnership (internal & External)
The PSWDP also established partnership with internal and external stakeholders. The external partners included the Australian Government through AusAID who was a major sponsor of the PSWDP programs.
PSWDP Management & Coordination
The PSWDP is government and managed by a number of established committees each having specific responsibilities. These committees are: Inter-Departmental Committee (IDC), Management Board, and the PSWDP Secretariat. The Inter- Departmental Committee was established to oversee the planning and management of the program and was made up of representatives from key line agencies and stakeholders. The management Board on the other hand was responsible for the management of the program’s finance and had its representatives from the Department of Personnel Management, Central Agency Coordination and Committee and AusAID. The PSWDP Secretariat was mandated with the task of facilitating and providing logistical support to the program. The PSWDP Secretariat was firstly located at the Papua New Guinea Institute of Public Administration and then later in 2012 moved to the Yacht Club in Downtown Port Moresby. Under the leadership of the PSWDP Director Mr Angori Wewerang and his two staffs, an Office Manageress and a Finance Manager the program began to take shape.
