The Department of Personnel Management through its Strategic Policy Development Division conducted a three-day workshop on capacity building for Staff Performance Appraisal (SPA) with the PNG Immigration and Citizenship Service Authority PNGICSA) senior management and corporate officers.
The three-day workshop, held from November 12 to 14 at the Central Government Office in Port Moresby, brought together contract officers, managers, regional heads, and branch heads.
The workshop was piloted under the Human Resource Development Strategic Plan (HRDSP) 2020-2050, which aims to equip supervisors and managers with the necessary skills and knowledge to effectively implement the SPA system, thereby driving performance and accountability across the public service.
Ms. Ida Yuka, the DPM Executive Manager for Strategic Policy Development, emphasized the critical role of senior management in this process in her opening remarks.
“This exercise of SPA is really based on your commitment and understanding of the process so that you can explain it to your staff,” she stated.
“As a manager, what you do will matter for this office. This is about refining our performance as we move forward.”
The workshop curriculum provided participants with a deep understanding of SPA’s linkage to national development policies, including the government’s long-term vision and departmental corporate plans.
Sessions focused on the practical aspects of the SPA cycle, from planning and monitoring to reviewing and assessments, ensuring individual performance goals align with the broader objectives of the organizations and the government.
A key feature of the training included practical exercises where participants worked on cascading Key Results Areas (KRA) from the organizational level down to individual tasks. For instance, one group deconstructed the KRA related to the “deportation of high-risk and non-compliant non-citizens,” breaking it down into specific office-level tasks such as securing legal instruments and coordinating operational departures.
Ms. Miriam Charlie-Virobo, a DPM Senior HR Policy Research and Development Officer, led the presentation on SPA overview and processes. The workshop also included a hands-on session on correctly filling out the official SPA Form SDT 5.1, facilitated by Mr. Joseph Oltipa, Acting Manager of the Workforce Planning Branch.
